By-Laws

ARTICLE 1

Purpose and Membership

 

1.1    Purpose:  The purpose of this club is to foster the opportunity for as many Sunland Springs Village (SSV) residents as possible, to learn, and enjoy the game of tennis.

 

1.2    Regular Membership:  Regular membership is open to any SSV resident with an interest in tennis.  A regular member shall be defined as a member whose dues have been paid for the current season.  All regular members shall have the right to vote at all meetings of the Sunland Spring Village Tennis Club (hereafter known as the Club), to hold office, to participate in all club activities, and to participate in league play.  It is hoped that all members will take an active part in club committees and activities.

 

1.3    Social Membership:  A social member is defined as a husband or wife of a regular member or individual friend of a regular member.  Social members may enjoy the privileges of the Club:  however, they may not enter into any Club discussions pertaining to the playing of tennis or vote.  Social members will be encouraged to participate in all social activities.

 

1.4    Members Obligation:  Members shall have the duty and obligation to conduct themselves in a manner consistent with good taste, good manners, and established conduct of play.  Conduct should always be such that it will not reflect poorly on the Club.  Misconduct will be addressed by the Executive Committee.

 

1.5    Transferability:  Membership is not transferable.

 

ARTICLE 2

Dues and Fees

 

2.1   Dues:  The Executive Committee shall determine the annual membership dues.   The dues year runs from October 1 to September 30 and dues are payable to the Treasurer at or before attending the first Club meeting of each year.  Dues must be paid prior to participation in any club activity.  Any regular member who has not paid annual dues shall be dropped fro the Clubs rolls.  Delinquent members shall be reinstated upon payment of their dues for the current year.  Dues paid at any time during the current year are to be for the full annual amount and they expire at the end of the current dues year.

 

2.2   Fees:  Fees for participation in tournaments, clinics and other Club activities shall be determined by the committees in charge of the events, and announced to members in the official notification for each event.  Fees must be paid prior to participation in any club activity.

 

ARTICLE 3

Meetings of Members

 

3.1    Annual Meeting:  The annual meeting of the Club is for the purpose of electing officers for the coming year.  It shall be held in February of each year at a time and place determined by the President and with at least ten (l0) days written notice to the membership.  Notice may be posted on the tennis bulletin board.  Officers’ terms are to run from April 1 to March 31.

 

3.2    Other Meetings:  A pre-season meeting of all members shall be held each year at a time and place determined by the President and with at least ten (10) days written notice to the membership.  Other meetings of the membership or the executive committee may be held upon the call of the President, or upon a petition signed by ten bona fide members and submitted to the Secretary.  In the latter instance, such meeting must be held no sooner than ten (10) days or later than thirty (30) days from the date the petition is submitted to the secretary.

 

3.3    Quorums:  Official business may be conducted at any membership meeting for which proper notification has been issued, and at least twenty-five percent (25%) of the members in good standing are present.  An Executive Committee meeting requires a majority of the committee be present.  Motions shall be considered enacted upon the affirmative vote by a majority of the members present at both membership and Executive Committee meetings.

 

3.4    Conduct of Meeting:  All meetings shall be conducted in accordance with Roberts Rules of Order.

 

ARTICLE 4

Duties of Officers

 

4.1    President:  The President shall preside at all meetings of the membership and of the Executive Committee.  He/She shall enforce the provisions of the by-laws, decide all questions of order, sign all official documents for the Club, appoint standing and special committees, and perform other duties customarily pertaining to the office of the President.

 

4.2    Vice President:  The Vice President shall generally assist the President, perform the duties of the President in the absence of the President, and may coordinate the activities of the standing committees.

 

4.3    Secretary:  The Secretary shall keep minutes of the proceedings of the Club and of the Executive Committee, notify the SSV activity office of the names of the new officers, keep a roll of members, conduct correspondence, ensure that meeting notices are displayed on the Clubs bulletin board and maintain the Clubs historical records.

 

4.4    Treasurer:  The Treasurer shall request that members pay their dues, receive and receipt for all monies paid to the Club, notify members delinquent in paying dues that they may not participate in Club activities, notify league captains that the delinquent member may not participate in league play, make authorized expenditures on behalf of the Club, maintain financial records in accordance with normal accounting procedures and submit proposed annual budget to the Clubs Executive Committee.  Upon request by the President, the Treasurer shall report on the Clubs finances.  The Treasurer shall be holder of the Clubs account.

 

4.5    Change of Officers:  All officers at the expiration of their terms of office shall deliver to their duly elected successors, all books, records, and other Club property in their keeping.

 

ARTICLE 5

Club Funds

 

5.1    Depository:  All of the Clubs funds with the exception of a petty cash fund shall be deposited into the Clubs account in a timely fashion after receipt.

 

5.2    Withdrawal Authority:  Those officers authorized to sign requests to withdraw funds from the Clubs account shall be determined each year by the Executive Committee, and notification of signing authority shall be given to the holder of the account.

 

5.3    Petty Cash:  The purpose of the petty cash fund is to pay small expenses of the Club when a check is not necessary.  Documented petty cash vouchers are required to support accurate record keeping and reimbursement of the fund.  The maximum amount to be maintained in this fund by the Treasurer shall be set annually by the Executive Committee.

 

ARTICLE 6

Committees

 

6.1    Standing Committees:  The President shall appoint the following committees annually with the exception of A below.

 

A.     Executive.  The duly elected officers for the current year and the immediate Past President will make up the Executive Committee.  It is their collective duty to act as a governing board.

B.     Social.  This committee shall plan and organize all social events of the Club.  It should also work with the tournament chairman in planning invitationals.

C.    Fundraiser.  This committee shall plan and organize any function designed to raise monies for the Club.

D.    Courts and Facilities.  This committee shall see that the courts and all the Clubs facilities and equipment are kept in good usable condition.  This committee should recommend to the Executive Committee any improvements needed in the facilities and equipment.

E.     Skills Development.  This committee shall plan and conduct activities to enhance and improve members’ tennis skills and knowledge.  This includes clinics, exhibitions, demonstrations and workshops for rules and ethics.

F.     Rating.  This committee shall place members at their playing level and attempt to equalize the skill level of our Club teams for the East Valley Senior Tennis League.

 

6.2    Other Committees:

 

        A.     Nominating.  The President shall appoint a nominating committee by January 15th of each year to make nominations for officers for the coming year. The membership will be notified of the committee’s recommendations at least ten (10) days prior to the scheduled election.  The committee’s recommendations shall not preclude nominations from the membership during the meeting at which officers are elected.

 

ARTICLE 7

Tennis Play

 

7.1     Rules.  All Club sanctioned tennis play shall be in accordance with the rules of the U.S. Tennis Association, including the attire worn by players.

 

7.2     East Valley Senior Tennis League (EVSTL)

 

A.     To be eligible to play on the Club EVSTL tennis team, a tennis club member must be a resident of SSV, or providing all resident players have been depleted, may be a player in good standing from another EVSTL team.  There is an age requirement of 45 to be eligible to play in the league.  Club dues must also be paid before playing in league.

B.     The Past President shall be the EVSTL Coordinator and will cast the Club’s vote.  In the event that he/she cannot fulfill this duty, the President then the Vice President will be the representative to the EVSTL for the club.

C.    The President elect shall seek persons interested in becoming a team captain for the following season by posting a notice to that effect by February 15.  Persons wishing to be considered to become captains for the following season should make this known to the President elect by February 28.  The President-elect, in consultation with the current Executive Committee shall appoint team captains in March to be in effect for the following season.

D.    Each week team members will be selected by the team captain(s) to play in each meet from the available and eligible players.

E.     The wearing of team tennis shirts by team members is encouraged for play in the EVSTL.  Shirts may also be purchased by any Club member or spouse,

F.     At the end of each tennis season the placing of players will begin with the current captains ranking all players on their team.  Players should be placed in first, second and third positions while considering the ability and the statistics of each player. The captain should consult with their co-captain during this process.  Current captains will then meld the rankings into one list considering the ability and the statistics of each player. The captains for the following season will then pick the teams starting with the number 1 ranked players first. A coin toss or other means may determine which captain goes first. Captains will alternate picks until all number 1 ranked players have been chosen, then proceed to number 2 and so on until all players are placed.  Husbands and wives playing at the same level will be placed on the same team where possible unless they have communicated to their previous captain that they do not care or would prefer not to be. When the first spouse is chosen and if their spouse will also be on that team, the other captain will then choose two players of the corresponding sex and ranking. Captains will then select their team color. New players coming into the club after teams are chosen will be assigned to a level by the rating committee and be placed on a team in consultation with the team captains. This procedure of establishing multiple teams is to be done annually and as soon as possible once the captains have been appointed by the club President-elect.

 

7.3  SSV Rating Committee Procedures

       Players moving into SSV or on a short time rental basis who desire to play on one of the SSV league teams must be rated by the committee before    being placed on a league team.  (Exception being an EVSTL player moving into SSV and having proof they had EVSTL statistics of 75% match winning percentage in the number one position in the current season should be moved up to the next higher level of play without an on-court evaluation.  Also, a player moving into SSV with current EVSTL statistics of 35% or more of games won shall be placed on the roster at their present level. Players with less than 35% of games won in EVSTL current season will be moved down to next level of play or may request an on-court evaluation.)

 

7.3.1  Court Reservation.  Reservations are required in order to avoid conflicts in court use.  Reservations are restricted to residents and guests accompanied by a resident.  Rules for reservations prevail.

 

ARTICLE 8

Amendments

 

8.1    Amendments.  The membership may amend the by-laws at any regular or special meeting of the membership with a quorum present of those regular members in good standing, provided that the membership has been notified of each proposed amendment at least ten (10) days in advance.

 

Changes to the current by-laws were approved by a quorum of the membership on November 21, 200l.

 

An additional amendment, Article 7.2F, was approved by a quorum of the membership on February 20, 2002.

 

Changes to the current by-laws were approved by a quorum of the membership on December 16, 2005.
