EVSTL RULES OF FAIR PLAY
(March 2003)
OBJECTIVES:
· To ensure that all member parks are rating their league players consistent with the EVSTL By-laws.
· To ensure that all member parks use a standardized method for moving up or moving down league players.
· To ensure that all league players have a fun, competitive match - the primary objective of the EVSTL.
RATING SYSTEM:
Per the EVSTL By-laws: Each club shall rate their players, using the National Tennis Rating Program (NTRP) guidelines, and league play-experienced Rating Verifiers from their own club.
· New Players: to ensure new players are placed in the appropriate level they should be given an on-court rating evaluation by the member park’s rating committee.
· Returning Players: if a returning player was unable to play in the previous season, they should be given an on-court rating evaluation by the member park’s rating committee.
· Move Up Criteria: any player who has played the number one position at least 6 times in the season and attained a 75% match winning percentage on position one should be moved up to the next level.
· Move Down Criteria: any player playing at the other than number one position who has been unable to sustain a game winning percentage of 35% for the season will be moved down to the next level for more competitive play.
PLAYER SHORTAGE:
Players may play UP if a team is experiencing a shortage of players. If a player plays up, they can also play on their own team the same week.
At no time may a team borrow from another team if they have players available on their own team.
To establish a full compliment of players on a team, a park may take players from another park. They should make every attempt to take all of the players at that level from that park, not leaving any players without a team to participate on.
GENERAL PROCEDURES & COURTESIES:
· Scorekeepers are to be provided at all levels unless mutually agreed by captains before the match to forego scorekeepers.
· New tennis balls provided by the host park for matches - two matches per can.
· Matches to be played according to USTA Rules and Code of Conduct.
· USTA Rules and Code of Conduct to be available at the courts of the host team.
· Team Captains to make every effort possible to create competitive matches.
· Teams at the 2.0 level and up should be fielding 3 men’s teams, 2 women’s teams and one mixed. Extra matches are encouraged if personnel and courts are available.
· Tennis courts should be clean and safe for play.
· First aid kits should be available.
· Access to 911 emergency telephone services should be provided.
· Drinking water may not be provided on courts due to Mesa regulations. Each player should supply their own water.
· The host park should provide beverages and refreshments for every match.
· Injured Player Policy: In the event of an injury to a player, a player of equal or lesser ability may be substituted anytime during a match. Teams captains will not record this match on the Match Play Log. Do not include this match on the MPL Summaries provided to the League Vice-President.
GRIEVANCE PROCEDURES:
All parks are expected to comply with all of the above-mentioned Rules of Fair Play. If a park receives valid complaints regarding non-compliance to these rules, the League officers will take action outlined in the By-laws.
Any complaints must be submitted in writing and they must come from a park’s President/coordinator. The chain of complaint would be from a player and/or captain to the park President/coordinator to the EVSTL President.
It is expected that in-park problems will be handled in-park. If this is impossible, the problem could be referred to the EVSTL President, but only in writing.
